Associate Professor Cody Corliss was recently selected to present his work at the University of Michigan Law School’s 11th Annual Junior Scholars Conference in April 2025 in Ann Arbor, Michigan. Professor Corliss’s abstract, The War Crime of Terror, was chosen from approximately 400 applications after a peer review process.
His paper analyzes acts of terror in armed conflict and the barriers to criminal accountability, explaining how this war crime is frequently committed yet seldom prosecuted. The paper argues for expanding jurisdiction to prosecute the crime and increased prosecution, noting that prosecution not only reinforces accountability for atrocity crimes, but also serves such important goals as linking senior officials to war crimes and acknowledging civilian suffering.
The paper that Professor Corliss will present at the University of Michigan was recently selected for publication in the Yale Journal of International Law.
The Michigan Junior Scholars Conference is one of the preeminent events for junior legal scholars. During the conference, Professor Corliss will present his work and receive feedback from peers and members of the Michigan Law faculty.
Corliss, a West Virginia native, joined the law faculty in 2022. His teaching and research interests include criminal law, international criminal law, and domestic and international terrorism. In 2023, Corliss was selected to join the American delegation at the American Society of International Law Stand Tall for the Rule of Law Summit in Lviv, Ukraine. He currently serves as the Co-Chair of the Junior International Law Scholars Association.
Prior to joining the law faculty, Professor Corliss was a war crimes prosecutor at two United Nations international criminal tribunals in The Hague, Netherlands. He holds a J.D. from Cornell Law School, an M.A. in history from the Universiteit Leiden where he studied as a Rotary Ambassadorial Scholar, and an A.B. from Harvard University.
